He has over 40 years of IT knowledge specialising in designing and implementing information systems architectures.
He is passionate about ensuring that information and technology serves people and not the other way round.

Ensuring that NHS England, NHS Improvement and NHSX have robust, cost effective corporate ICT and IT security architectures that support the ongoing needs of the organisations and their partners.
Architecture & Design
The Architecture & Design capability is part of the Technology & Security team within CISW. This capability provides governance, support and SME knowledge in regard to IT architecture and solution design. In addition, the capability provides a link between different teams, areas of the business and beyond to government and vendors helping to ensure that new requirements and changes stay in line with IT, IG and security policies and strategies.
Corporate IT and Smarter Working (CISW)
The department accountable for IT infrastructure and operations, enterprise software, and cyber security across NHS England, NHS Improvement and NHSX including NHS England funded entities. This department also provides infrastructure and live system and service support for Health System systems and services commissioned by other departments including DAIS (Data & Analytics), DPIA (Digital Products & Improvement Analytics) and NHSX.
Designing, building & deploying the next generation shared IT service for the Department of Health, NHS England, NHS Improvement and the Health Research Agency. Around 12-13,000 users, a £250m programme.

Note that in April 2013, the NHS Commissioning Board began using the “trading” name of NHS England.
The NHS Commissioning Board was an “arms length” government body set up to oversea and manage the budget for the NHS. With around 4,500 staff and 50 sites, Julian arrived in the early stages of setup and helped to guide and implement business IT services.

Julian is an IT technical and business consultant who has successfully delivered many complex, multi-supplier projects in both the public and private sectors. He is passionate about delivering quality and is well versed at working in challenging environments where business needs change rapidly and the involvement of many stakeholders is critical to success.
Julian has worked on large-scale projects throughout the whole lifecycle from architecture and design through to implementation and operations. He understands the development and testing of data driven systems and the architectures that are required to support them. He also has experience supporting supplier evaluation and procurement as well as managing the expectations of customers and suppliers.
Julian possesses a broad range of technology and business skills; roles successfully delivered include technical project management, technical architecture, design authority, business and functional architecture, IT strategies, multi-supplier management, development and training.
Julian has experience of working with people at all levels of an organisation; he has excellent interpersonal skills and is readily able to adapt his language to the audience whether communicating with technical specialists, senior management or business users. He is able to produce very high quality documentation at a variety of levels, ranging from detailed specifications though business cases and training materials to board level presentations.
Helping young people and adults learn to ski and to appreciate the mountains.
Also helping run the holidays and helping people live and work together.
Went on a trip with a friend. Fell in love with the centre and the work at Gorffwysfa in Tremadog, Snowdonia. Offered to volunteer to help around the centre. Got roped in (literally) helping instruct outdoor education. Walking, navigation, climbing, rafting, etc. Kept coming back pretty much every weekend for many years.
All the while, helping care for young people and adults in the stunningly beautiful Snowdonia National Park and surroundings. Helping people understand more about themselves, each other and their surroundings.
Note that the centre has moved since then from its old location in Tremadog to new centres in Pensarn Harbour and nearby Bryn-y-Moel a couple of miles south of Harlech.
